Expressions of Interest (EOI)
1. INTRODUCTION
The Cricket Association of Nepal (CAN), registered under the National Sports Council and headquartered at Mulpani-6, Kathmandu, is the governing body of cricket in Nepal and an Associate Member of the International Cricket Council (ICC) and the Asian Cricket Council (ACC).
CAN is committed to developing world-class cricket infrastructure in Nepal. As part of this initiative, CAN plans to construct a modern indoor cricket practice facility and hostel, and a modern cricket Ground (the Project), aimed at enhancing player training, accommodation, and overall development.
In this regard, CAN invites Expressions of Interest (EOI) from qualified firms or joint ventures (JV) for the preparation of a Detailed Project Report (DPR) for the proposed Project in Mulpani.
2. OBJECTIVE OF THE ASSIGNMENT
The objective of the DPR assignment is to develop a comprehensive technical, financial, and administrative plan for the construction of a hostel and Indoor Practice Facility at Mulpani Ground, Kathmandu. The DPR shall serve as the basis for project execution, tendering, and implementation.
3. SCOPE OF WORK
The DPR shall include, but not be limited to, the following components:
A. TECHNICAL AND ARCHITECTURAL PLANNING
- Site survey and analysis of existing facilities and terrain.
- Conceptual architectural and structural design.
- Indoor practice facility (including turf and astro wickets, lighting, safety, and ventilation).
- Hostel facility for 50 persons: 20 twin-sharing, 5 single.
- Recreational & support facilities (gym, pool, offices, washrooms, dining, and recreation hall).
B. ENGINEERING AND COSTING
- Structural design.
- MEP (Mechanical, Plumbing, HVAC, and fire safety) designs.
- Cost estimates (Bill of Quantity – BoQ) of all civil, structural, and interior works.
C. IMPACT ANALYSIS & RISK ASSESSMENT
- Environmental and social impact analysis.
- Risk assessment and mitigation measures.
D. FINANCIAL AND FEASIBILITY ANALYSIS
- Economic and financial feasibility.
- Project implementation plan with recommendations for optimal resource use.
E. PROJECT PLANNING AND DELIVERABLES
- Detailed architectural and engineering drawings.
- BoQ and cost estimates.
- DPR submission to CAN’s project management committee.
4. ELIGIBILITY CRITERIA
Interested Applicants must demonstrate the following:
A. Proven 5 years of experience in preparing DPRs or similar architectural/engineering reports for sports infrastructure. Minimum Project Value should be USD 50,000.
B. Minimum 5 years of consultancy experience in DPR, Detailed Drawings, Design Development, Geo Assessment, Project Management at site, Quality control at site for sports infrastructure/facilities. Minimum Project Value should be USD 100,000.
C. Expertise in structural design and cost estimation for multi-purpose or cricket sports facilities.
D. Qualified and skilled personnel (Architect, Civil Engineer, Structural Engineer, MEP Engineer, Quantity Surveyor).
E. Registration with Nepal Government. The Interested Applicant must be registered and have delivered similar projects in cricket in a country recognized by the ICC as either a Full Member or an Associate Member.
5. JV/CONSORTIUM/JV BIDDERS
Joint Bidders/Consortiums are allowed.
Must submit:
A. Company Profile (including address and contact details).
B. Registration of the firm/joint bidders (attach at least 2 relevant project references for eligibility).
C. Financial Proposal.
D. Methodology and Work Plan for DPR preparation.
E. Proposed team composition and CVs of key personnel.
F. Proof of Nepal Government Registration and Tax Clearance Certificate.
G. PAN/VAT Certificate.
H. The applicant should not be part of any conflict of interest/without assigning any reason, CAN reserves the right to reject any or all applications at any stage.
I. Reports must be submitted in softcopy.
EOIs must be submitted at the office of CAN, Mulpani, Kathmandu, Nepal.
