The Afghanistan Cricket Board (ACB) is the sole independent governing body responsible for managing, organizing, and developing cricket in Afghanistan. Since its establishment in 1995, Afghanistan cricket has achieved significant milestones, including obtaining affiliate membership with the International Cricket Council (ICC) in 2001, associate membership with the Asian Cricket Council (ACC) in 2003, and full ICC membership in June 2017. Afghanistan's national cricket teams now compete among the top 10 cricketing nations globally.
Job Summary
Under the direct supervision of the Procurement Manager, the Senior Procurement Officer supports and implements procurement activities for goods, services, and works in accordance with ACB policies, procedures, and applicable procurement standards.
The position holder is responsible for supplier sourcing and evaluation, solicitation and analysis of quotations and proposals, contract and purchase order processing, and procurement documentation.
Key Responsibilities
- Handle daily procurement of goods and services based on approved requests and procurement plans.
- Review purchase requisitions to ensure that specifications, quantities, and required documents are complete and accurate.
- Prepare and issue RFQs, RFPs, SBDs, NCBs, and other procurement documents as required.
- Obtain quotations and compare prices, quality, specifications, and delivery timelines to recommend the best supplier.
- Conduct national and international procurement in accordance with ACB policies and procedures.
- Support the evaluation of bids, supplier selection, negotiations, and final inspection of goods and services.
- Prepare procurement documents and reports, including BCTs, supplier selection/justification, negotiation, and single-source documents when required.
- Prepare and maintain Purchase Orders, contracts, PR/PO trackers, and supplier records.
- Follow up with suppliers to ensure timely delivery and check delivered goods and services against approved orders.
- Maintain complete and well-organized procurement files and ensure all documents are ready for audit.
- Coordinate with ACB departments and suppliers to ensure procurement requirements are completed on time.
- Ensure all procurement activities follow the ACB Procurement Manual, procedures, and approved thresholds.
- Ensure applicable taxes and government payments related to procurement are properly addressed.
- Provide inputs for procurement plans and support the Procurement Manager in overall procurement activities.
- Travel when required for supplier evaluation, inspection, and other procurement-related activities.
- Follow all ACB security policies and instructions.
- Perform any other duties assigned by the Procurement Manager.
Qualifications
- Bachelor's degree in Procurement, Business Administration, Economics, Supply Chain Management, or any related field.
- At least 4 years of relevant experience in procurement, purchasing, supply chain, or contract management with a reputable organization.
- Excellent written and spoken English, with very good knowledge of Dari and/or Pashto.
- Strong computer skills, particularly in Microsoft Office applications, including Word and Excel.
- Strong communication, teamwork, organizational, and interpersonal skills.
- Ability to prioritize tasks, manage multiple responsibilities, and meet deadlines under pressure.
