Introduction
MCC Foundation is entering an ambitious new strategic period, with a commitment to
increasing the scale, quality and evidence base of our work across the UK and
internationally.

Our vision is for cricket to create opportunities for every young person to grow, belong
and fulfil their potential — within the game and beyond — regardless of background,
gender or circumstance.

Through our programmes we aim to:
• increase access to cricket for young people who face barriers
• identify and support potential wherever it exists
• strengthen more inclusive cricket systems
• use cricket as a vehicle for wider personal and social development

As our organisation grows, we want to strengthen how we understand, evidence and
use our impact.

We are seeking an experienced consultant to help MCC Foundation develop the right
organisational approach to impact — one that supports learning, decision-making,
programme improvement and communication with partners, supporters and the wider
cricket sector.

What we are trying to achieve
We want to become an organisation where evidence and insight inform how we work.

We recognise that our approach to impact needs to go beyond collecting data or
reporting against fixed indicators. We want to understand the change we are creating,
continuously test our assumptions, improve our programmes and make better strategic
decisions.

We are not looking simply for a static Theory of Change or measurement framework. We
are looking for a consultant who can advise us on the right approach, structures,
processes and tools required to embed impact across the organisation.

Scope of Work
We expect the consultancy to begin with a discovery and diagnostic phase, including:
• Understanding our strategy, programmes and organisational ambitions
• Reviewing current approaches to monitoring, evaluation and reporting
• Understanding existing data collection, systems and stakeholder requirements
• Engaging with staff and relevant stakeholders
• Identifying strengths, gaps and opportunities

Following this phase, we would like the consultant to recommend and develop the most
appropriate impact approach for MCC Foundation.

Potential areas of work may include:
• How MCC Foundation defines, understands and communicates impact
• Models or frameworks that help explain how change happens through our work
• Approaches to programme outcomes and measurement
• Appropriate indicators and evidence collection methods
• Learning and review processes
• Data collection principles
• Reporting approaches
• Recommendations for embedding impact practice across the organisation

However, we are specifically seeking a consultant who will challenge and advise us on
what is required, rather than simply produce a predetermined set of outputs.

Connection to Programme Management System Implementation
MCC Foundation is currently procuring a new programme management platform which
will become the central system for managing programme delivery, participant
information and impact data.

The system is expected to be configured during September 2026, ahead of UK
programme delivery beginning in October 2026.

A key requirement of this consultancy is therefore to ensure early recommendations
inform the development of this system.

By September 2026, we need sufficient clarity around:
• what information we should collect
• how impact data should be structured
• what outcomes or indicators need to be captured
• how programme delivery data connects with impact learning
• what reporting requirements should be considered

We recognise that the full impact approach will continue to develop beyond this point,
but the early phase must provide enough direction to ensure our systems support our
longer-term ambitions.

Principles
The approach developed should:

Be useful, not just measurable
Impact information should support better decisions, not simply create more reporting.

Be adaptive
Our programmes operate in changing environments. The approach should enable us to
learn, refine and evolve over time.

Recognise complexity
Creating opportunity, confidence, belonging and systems change is not always linear.
Our approach should reflect how change happens in practice.

Be practical
Any approach must work across different delivery environments, from UK cricket
programmes to international partnerships.

It should support staff, coaches and partners rather than creating unnecessary
administrative burden.

Expected Outcomes
By the end of this consultancy MCC Foundation wants to have:
• A clearer organisational understanding of impact and how change happens
• A recommended approach for embedding impact, insight and learning
• Clear recommendations to inform programme management system
development
• Practical tools, frameworks or processes required to support implementation
• A roadmap for strengthening impact practice across MCC Foundation

Budget
The available budget for this work is £8,000 – £10,000 inclusive of fees and expenses.
We expect consultants to propose an approach that delivers the greatest value within
this budget rather than respond to a fixed list of outputs.
