The individual will be responsible for managing the end-to-end procurement function of the Pakistan Cricket Board while serving as the Board's principal specialist in contract drafting, structuring, and review. The role ensures that every procurement outcome is translated into a legally sound, commercially protective, and enforceable contract, and that all processes remain transparent, compliant, and value- driven in line with the PPRA Rules 2004, PCB procurement policies, and applicable governance frameworks. Beyond running fair and competitive procurement, the incumbent is expected to bring a lawyer's eye to contracts, anticipating risk, closing drafting gaps, and safeguarding PCB's institutional and financial interests in every agreement it enters.
ABOUT PAKISTAN CRICKET BOARD
The Pakistan Cricket Board (PCB) is engaged in promoting and developing the game of cricket in Pakistan and maintaining general control of the game.
REQUIRED EDUCATION AND EXPERIENCE
· Minimum 10 years of progressively responsible experience in Public and Private procurement, tendering, contract management, and strategic sourcing, with at least 3 years in a managerial role including demonstrable, hands-on experience in drafting, negotiating, and administering complex contracts.
• Minimum Bachelor's degree in Supply Chain Management, Law & Business.
• Hands-on experience in tendering, bid evaluation, contract drafting, and end-to-end contract management, including clause review, risk allocation, interpretation, and administration of commercial, works, service, and lease agreements.
• Demonstrated experience working under PPRA Rules 2004 and utilization of the e-Pak Acquisition & Disposal System (e-PADS).
• Sound working knowledge of contract-related legal frameworks relevant to PCB, including the Contract Act 1872, and FIDIC conditions of contract for works and construction engagements.
Preferred Certifications
• CIPS/MCIPS (Chartered Institute of Procurement & Supply) certification will be preferred.
• FIDIC contract management certification covering the FIDIC suite (Red, Yellow, and Silver Books) for works and engineering contracts.
• Additional professional credentials in contract management or contract law will be a strong advantage, such as: Certified Professional Contracts Manager (CPCM) or Certified Commercial Contracts Manager (CCCM) – NCMA

ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES
• Ensure compliance with applicable procurement laws, PPRA Rules, PCB policies, and governance requirements.
• Develop and implement procurement strategies, policies, and annual procurement plans in coordination with Departmental head.
• Manage procurement activities including tender preparation, bidding processes, evaluations, negotiations, and contract awards.
• Manage supplier prequalification, vendor registration, and supplier performance evaluation programs.
• Prepare and review bidding documents, evaluation reports, contracts, and procurement recommendations.
• Oversee contract lifecycle management, including renewals, amendments, performance monitoring, and closeout.
• Identify, assess, and mitigate procurement and contractual risks.
• Ensure effective utilization of e-PADS and other procurement management systems.
• Facilitate procurement committee meetings and provide strategic procurement advice to stakeholders.
• Support internal and external audits and maintain complete procurement records.
• Drive procurement process improvements, digitalization initiatives, and best practices.
• Manage procurement team performance and capability development.
• Build strong relationships with suppliers and stakeholders to promote transparency, competition, and long-term value creation.
