The Jammu and Kashmir Cricket Association (JKCA) and Baroda Cricket Association (BCA) will be without their nominated representatives in the BCCI’s electoral process at its Annual General Meeting (AGM) on September 18, after Electoral Officer A.K. Joti ruled Desh Rattan Dubey and Pranav Amin ineligible to participate.
The decisions emerged from Joti’s review of representatives nominated by BCCI member associations ahead of the 2026 election, according to a report by News18. While both associations are affected, the report provides significantly greater detail around the circumstances that led to the rejection of Dubey’s nomination.
Court order undermines Dubey nomination
Dubey, the JKCA Secretary, had been nominated to represent the association through a resolution passed by its Apex Council on August 30. The validity of that council, however, became central to the Electoral Officer’s assessment.
A June 6 order from the Additional District Judge in Srinagar had stayed the operation of communications issued on May 22 and May 30 through which the JKCA Secretary had constituted the Apex Council. With that stay continuing when the August 30 resolution was passed, Joti determined that the council did not have the necessary legal standing to nominate Dubey.
The eligibility review followed objections submitted by JKCA President Javid Ahmad Kitab and Sudershan Mehta. Responses were also submitted during the process before the Electoral Officer issued his seven-page order.
BCCI election rules create additional hurdle
Dubey’s nomination also failed to satisfy the requirements set out in paragraph 3(G) of the BCCI’s August 25 election notification. Under that provision, the nomination of a representative must be supported by a resolution from the appropriate appointing authority in accordance with the constitution of the relevant Full Member association.
Because the legal status of the Apex Council responsible for the resolution remained affected by the court order, the nomination did not meet the required conditions for Dubey to enter the final electoral roll.
Pending Conflict of Interest cases involving Dubey were another issue considered during the eligibility assessment. The final decision means he will not represent the JKCA when the BCCI conducts its electoral exercise in Mumbai.
Baroda representative Pranav Amin also ruled ineligible
The same review also resulted in Pranav Amin being declared ineligible to represent the Baroda Cricket Association at the AGM.
Amin’s eligibility was examined as part of the broader process determining which nominated representatives from BCCI member associations could participate in the electoral meeting. The supplied reports do not provide the same level of detail regarding the grounds for his exclusion as they do for Dubey’s case.
The rulings leave both JKCA and Baroda without their nominated representatives in the September 18 electoral process.
Jaydev Shah and Mahim Verma cleared
Other objections considered during the eligibility review produced different outcomes. Challenges involving Saurashtra Cricket Association representative Jaydev Shah and Uttarakhand Cricket Association representative Mahim Verma were rejected.
Both Shah and Verma have consequently been cleared to represent their respective associations at the BCCI electoral meeting.
With the final electoral roll determining participation in the September 18 proceedings, Joti’s eligibility decisions have established which nominated state association representatives can take part when the BCCI convenes its AGM in Mumbai.
